The LWXS instruction is part of the micromips ISA which means it is
valid to generate it for the no-smartmips-lwxs.c testcase.

testsuite/
	* gcc.target/mips/no-smartmips-lwxs.c: Change NOMIPS16 to
	NOCOMPRESSION.
