	* insn-notes.def (INSN_NOTE_BASIC_BLOCK): Update comment.
	* cfgrtl.c (delete_insn): Don't reorder NOTE_INSN_DELETED_LABEL and
	NOTE_INSN_BASIC_BLOCK if BLOCK_FOR_INSN == NULL.
