	* g-stsifd-sockets.adb (Create): Work around strange behavior of
	'bind' on windows that causes 'connect' to fail intermittently, by
	retrying the 'bind'.
	(GNAT.Sockets.Thin.Signalling_Fds): New procedure Close.
