Introduce `GIT_BLOB_FILTER_NO_SYSTEM_ATTRIBUTES`, which tells
`git_blob_filter` to ignore the system-wide attributes file, usually
`/etc/gitattributes`.

This simply passes the appropriate flag to the attribute loading code.
