Introduce GIT_MERGE_CONFIG_* for merge.ff settings

git_merge_analysis will now return GIT_MERGE_CONFIG_NO_FASTFORWARD
when merge.ff=false and GIT_MERGE_CONFIG_FASTFORWARD_ONLY when
merge.ff=true
