libiberty.h (asprintf): Don't declare if HAVE_DECL_ASPRINTF is not defined.

	* Makefile.in (COMPILE.c): Add -D_GNU_SOURCE.

	* floatformat.c (_GNU_SOURCE): Don't define if already defined.
