Remove extra_passes

	* config.gcc (extra_passes): Remove.
	* configure.ac (extra_passes): Don't substitute.
	* configure: Regenerate.
	* Makefile.in (EXTRA_PASSES): Remove.
	(GCC_PASSES): Remove $(EXTRA_PASSES).
	(MOSTLYCLEANFILES): Likewise.
	(native): Likewise.
	(install-common): Likewise.
