Makefile.in (C_COMMON_OBJS): Add c-family/c-attribs.o.

	* Makefile.in (C_COMMON_OBJS): Add c-family/c-attribs.o.

	* c-attribs.c: New file.
	* c-common.c: Move attributes handling to c-attribs.c.
	(get_nonnull_operand): No longer static.
	* c-common.h: Move the declarations from c-attribs.c to its own section.
