acinclude.m4 (GLIBCPP_CONFIGURE): Split out GLIBCPP_TOPREL_CONFIGURE. 

* acinclude.m4 (GLIBCPP_CONFIGURE): Split out
GLIBCPP_TOPREL_CONFIGURE.
* aclocal.m4: Likewise.
* configure.in: Call it before AC_CANONICAL_SYSTEM.
* configure: Regenerate.
