config.gcc (ia64-*-*): Set extra_headers.

	* config.gcc (ia64-*-*): Set extra_headers.
	(alpha*-dec-osf*): Likewise.  Don't use alpha/t-osf.
	* config/alpha/t-osf: Remove.
	* config/ia64/t-ia64 (EXTRA_HEADERS): Remove.
