mips-abi.exp (is_meabi_config): Remove, since MEABI is no longer supported.

        * gcc.dg/special/mips-abi.exp (is_meabi_config): Remove,
        since MEABI is no longer supported.  Remove all vestiges
        of MEABI from the test.
