configure.in: Check for usleep declaration.

	* configure.in: Check for usleep declaration.
	* acconfig.h (HAVE_USLEEP_DECL): Provide template.
	* configure: Regenerate.
	* include/config.h.in: Likewise.
	* include/posix.h [!HAVE_USLEEP_DECL]: Declare usleep.
