config.in (ENABLE_RTL_FLAG_CHECKING): New. 

	* config.in (ENABLE_RTL_FLAG_CHECKING): New.
	* configure.in (ac_rtlflag_checking): New.
	* doc/install.texi (--enable-checking): Document RTL flag checking.
	* configure: Regenerated.
