mips.md: Name the unspecs with define_constant.

	* config/mips/mips.md: Name the unspecs with define_constant.
	(*HILO_delay): Rename to 'hilo_delay' (no star).
	(reload_indi): Replace gen_rtx_UNSPEC with gen_hilo_delay.
	(reload_outdi, reload_outsi): Likewise.
