invoke.texi (xtensa options): Add -mforce-no-pic.

        * doc/invoke.texi (xtensa options): Add -mforce-no-pic.
        * config/xtensa/xtensa.c (override_options): Check
          TARGET_FORCE_NO_PIC and set flag_pic.
        * config/xtensa/xtensa.opt: Document -mforce-no-pic
